Sen. Chuck Schumer (D-N.Y. ) surprised some with his last-minute change to a no vote on the American Jobs infrastructure bill. He explained that his no was so he could revisit the bill at a future date.
Here it comes.
Having only one (budget) reconciliation play to make before October and feeling pressure to pass something, it is quite possible that the immediate focus will shift to the American Families (social) bill part of the overall infrastructure package. They can pass that quickly and then continue to go the rounds with the GOP on the American Jobs portion.
This would be to appeal to struggling voters who want the Dems to stop talking and start passing things to keep their promises. It would also be a move to help frame the GOP as obstructionist and not caring about the people.
For reconciliation, the Dems need ALL the Democrats on board with what is in it and they can only include things related to the budget. They can't pack in random stuff on their wish list, so it's not a complete wish list ...
