DEMOCRATS, STIMULUS, AND RECONCILLIATION

Since the Senate Parlimentarian said the Democrats have two more reconcilliation plays during the current fiscal year (October 1 through September 30), they are going to want to play those cards very strategically.

1. They can only use those plays to pass things related to the federal budget. So, they can grant some form of student loan or mortgage forgiveness since so much is backed or held by the federal government.

Credit card debt, however, is not. So despite calls for additional forms of debt forgiveness, there are limits as to how broad the Democrat wish-list granting can be.

2. The two big bills (American Jobs and American Families) probably initially were divided into two parts because of the combined price tag sticker shock.

But with two reconcilliation cards to play before October and growing frustration from the American public, the best strategic move for Dems could be to combine both into one, add in whatever direct stimulus they agree upon amongst themselves, and only use one of the two cards.

Then they still have one in reserve to use before October, at which time the clock resets and they get two more.

3. Anything they pass in one big bill now can potentially be set up to run without additional bills, at least for awhile. For example, they can set up child tax credits to be paid monthly through 2025 or set up ongoing direct stimulus to run through one year after pandemic officially declared over or based on certain economic triggers.

4. Watch for them, especially at the eleventh hour, to make some very big and bold moves in order to make the most of those two reconcilliation plays.
